Chamblee has grown from being a small Southern rail stop into an ethnically diverse and progressive city. It is one of eight located within DeKalb County. In the 1980s, as large manufacturing sites downsized or closed, Chamblee's tax base declined and its population dwindled. Refugees and immigrants began moving into the many neighborhoods along Buford Highway and in Chamblee, attracted by affordable housing. To accommodate the new arrivals, the Chamblee City Council created the International Village overlay zoning, enabling mixed-use development and livable, pedestrian-friendly neighborhoods. Buford Highway and the International Village area became the site of significant redevelopment efforts. Chamblee also designated a Central Business District to preserve the history of the city.
